We're looking for two men who may be responsible for multiple robberies in the past few weeks, including four at Church's Chicken restaurants. Below are surveillance videos from two of those robberies, the most recent on Dec. 27 at 11500 Blue Ridge (the second time it was robbed) and the second at 9325 Blue Ridge on Dec. 16. Police release sketches of suspect in sexual assault of 71-year-old woman
PRESS RELEASE:
Kansas City Police are releasing two composite sketches of a man suspected of sexually assaulting a 71-year-old woman multiple times Dec. 15.
At about 7:30 p.m. Dec. 15, a man confronted the woman in her home in the 3200 block of East 10th Street. He remained in her apartment and repeatedly sexually assaulted her over the course of several hours.
The victim worked with a forensic sketch artist and detectives to produce two sketches of the suspect: one of his face, and one of unique scarring on his left arm. He is described as a “wiry” black male approximately 35 to 40 years old who is about 6 feet tall and 165 to 175 pounds. He is bald but wore a black silk cloth tied around his head. He has a medium complexion, brown eyes, and a goatee and mustache. The victim said the suspect is soft-spoken and has a lower voice. He was wearing black clothing. He also has two scars on his left forearm that appeared to be from burns.

Kansas City Police have released a composite sketch of a man who attacked and robbed a woman at 80th and Wornall on Sunday morning.
A 20-year-old Kansas City woman had stopped at a car wash at about 6 a.m. July 19. She was sitting in the driver’s seat of her car with the door open, preparing to vacuum her vehicle. Suddenly, a man wearing a black ski mask and black shirt and pants appeared and forcefully pushed her into the passenger seat, slamming her head on the dashboard. The suspect held a knife to her head and told her he would kill her if she tried to run. He took $45 from her purse and ran from the scene.
The victim worked with a forensic sketch artist and detectives to produce this sketch. She described the suspect as a white male about 5 feet 8 inches tall and weighing 150 to 160 pounds. He had brown hair and appeared to be about 24 years old.
Police urge anyone with information about the suspect to come forward by calling police or the TIPS Hotline at 816-474-TIPS.

Update on employee struck at DUI checkpoint
You may have heard that on early Saturday morning, one of our civilian employees was struck and seriously hurt at a DUI checkpoint. I wanted to give you an update on how he's doing and say that we're still looking for the suspect, so if you have any information, please call the TIPS Hotline at 816-474-TIPS.
The checkpoint was set up in the 7600 block of Troost with KCPD and the Missouri State Highway Patrol. About 2:18 a.m. June 11, an officer contacted the occupant of a dark-colored Dodge car and asked to see his license. The suspect immediately accelerated, pulled out of line and struck one of our Fleet Operations Unit technicians. Fleet techs assist at DUI checkpoints by keeping the Mobile DUI Enforcement Center and prisoner buses up and running by maintaining equipment like generators. They also help by parking the cars of DUI suspects.
After being hit, the Fleet Ops technician, a man in his mid-30s, clung to the hood of the car until he was thrown off about six blocks later in the 8200 block of Troost. He suffered serious injuries to his leg and is undergoing surgery, but is doing very well considering the circumstances.
Police fired shots at the fleeing car and attempted to pursue it, but it eluded them. They do not know if any suspect was hit.
Just before 10 a.m. Saturday, police found a vehicle abandoned in the 200 block of W. Bannister. They believe it was the car that assaulted the KCPD employee at the DUI checkpoint.
We are continuing to investigate this case, and the Fleet Operations Technician is continuing to recover. We are very thankful that he could be out of the hospital as early as this week. Please call 816-474-TIPS (8477) if you have any information about this incident.

Police looking for person of interest in 75-year-old's murder
Kansas City Police are looking for a person of interest in the Oct. 29, 2010, murder of 75-year-old Nina Whitney. Ms. Whitney was killed in a home in the 11800 block of Belmont. A witness saw the man in the above composite sketch in the 11800 block of Belmont on the day of the homicide and said he did not live in the neighborhood.
The man is described as a white male, 45 to 60 years old, who was about 5 feet 8 inches tall and weighed about 200 pounds. He may have walked with a slight limp. He was seen getting into a newer-model black Jeep, possibly a Jeep Patriot or Liberty.

Looking for stolen sneakers
Shoal Creek Property Crimes detectives are seeking help in a large-scale theft/stolen auto case.
On December 24, 2010, a tractor trailer was stolen from 3600 Great Midwest Dr., Kansas City, Mo. The tractor trailer contained 4,700 pairs of NIKE brand footwear, specifically all were white Air Jordans. The truck was recovered in Iowa and the trailer was later recovered empty in Lafayette County. The loss of the NIKE footwear was estimated to be approximately $200,000.
The stolen NIKE footwear is known to have been sold in the Kansas City metropolitan area.
Several of these types of thefts (of tractor trailers containing thousands of NIKE shoes) have occurred over the past year. Police are aware of tractor trailers with NIKE footwear being stolen from Junction City, Kan., and being sold in the Kansas City area. At this time, we cannot confirm whether the theft from the Kansas City, Mo., location is directly related to the thefts from Junction City, Kan. However, stolen NIKE footwear has been recovered in Kansas City, Mo., that was taken from both Junction City, Kan., and Kansas City, Mo.
Yesterday, Feb. 24, another tractor trailer was stolen from Junction City, Kan., that contained a load of NIKE footwear - more than 3,000 pairs. There is a possibility these shoes may be illegally sold in the Kansas City metropolitan area. The stolen NIKE footwear are all-white, NIKE AIR MAX 90s, like those picture above.
Police are asking anyone with information in regard to any of the thefts of the tractor trailers containing NIKE footwear or have seen large amounts of NIKE footwear being sold on the street to contact the TIPS Hotline at (816) 474- TIPS (8477).

Police seek suspects in two robberies
Police are looking for two robbers who we believed robbed two businesses in two hours yesterday. The first incident was reported at 9:40 a.m. Feb. 6 at the Subway at 6311 Troost. Surveillance video of that robbery is below. Two men came in, pointed a gun at the clerk, and said, “Give me the money, b----.” They threw a dark-colored backpack at her and told her to put the money in it. They were black males, both wearing hoodies and surgical masks with dark pants. The clerk saw them leave in a mid-size burgundy four-door car with a silver pinstripe down the side.
Then at 11:42 a.m. Feb. 6, police were called to the Circle K at 6897 E. Front St. about another armed robbery. The suspects were dressed similarly and wearing surgical masks. They again tossed a backpack on the counter and demanded the clerk fill it, stating “Give me the money, you b----.”

Suspect sought in murder at Northland gas station
UPDATE: The juvenile suspect has been identified and was taken into custody less than two days after the homicide. Thank you for your assistance.
Police are looking for the person pictured above in the murder of 28-year-old Salvatore Mandacina. Officer were dispatched on a shooting at about 7:36 p.m. yesterday, Jan. 9, to the BP gas station at 5002 NE Parvin Road. Officers found Mandacina dead from apparent gunshot wounds inside the business. Detectives believe he was killed in an apparent robbery attempt.
The suspect pictured above (click on the picture to see a larger version) was captured on surveillance video. The suspect is wearing a red hat with a distinctive scorpion-type logo. Police believe the suspect may live in the area.

Looking for suspect who tried to carjack couple's car with baby inside
At about 9:40 p.m. last night, Nov. 22, a couple who was moving from Colorado to southeast Missouri made a pit stop at a convenience store at 2911 Van Brunt. The couple stopped with their family - who were in moving vans - for gas. They had just put their 6-month-old baby in the car and were waiting just outside the vehicle for the moving vans to finish filling up when a man in a dark hoodie approached and got in the car and tried to drive it away. The man shows up in the video at around the 7:30 minute mark.
The mother broke the window out of the car with her elbow. Her husband jumped over her, through the broken window, and got into the backseat of the car and started kicking the suspect. The suspect crashed the car and took off on foot. We need your help to find him. The surveillance video below shows the incident. The suspect is very hard to see, and the victims could only describe him as a black male. If you know anything about this, please call the TIPS Hotline at 816-474-TIPS. The victims suffered some cuts and bruises but are OK, and their baby is safe.

CRIME STOPPERS PRESS RELEASE:
The Kansas City Missouri Police Department and the Crime Stoppers TIPS Hotline are requesting information on the identity of two female suspects responsible for the October 10, 2010, robbery that occurred at the Cash America Pawn store at 11148 Blue Ridge Boulevard.
Police say the women, who were armed, approached an employee at a cash register and asked for money from the safe. While one suspect went with the worker to the safe, the other stayed at the front door, according to a KCPD detective. Once the women got the money from the safe, they ran out of the store to a silver car parked by the Thrift Store for the Blind. Police said both suspects are black females about 5 feet 5 inches tall, both with heavy builds.
An additional reward of $2,500 has been received in the case bringing the total possible reward up to $3,500.00.

Reward increased to $4,000 in Lance Rutter homicide
A donation from the victim's mother has increased the reward for information in the homicide of Lance Rutter to $4,000. Rutter, 23 years old, was killed just after 5 a.m. Aug. 7, 2010. He had just returned from work and was sitting on his porch at 3807 Baltimore talking to his roommate. Police believe Rutter was the victim of a robbery turned deadly.

Police looking for new clues in hit-and-run of 66-year-old woman
PRESS RELEASE:
Kansas City Police need your help to find the suspect who struck and critically injured a 66-year-old woman one month ago and then took off.
Marilyn Luvin was out for a walk on the morning of June 29 at about 7 a.m. in the 7600 block of E. 109th Terrace. She was walking on the roadside when the northbound suspect vehicle hit her and drove away. The vehicle reportedly crossed to the other side of the road to strike her. Ms. Luvin suffered severe injuries, including fractures to her ribs and pelvis. She remains in the surgical intensive care unit at a local hospital.
Police have little information about the suspect. The suspect vehicle is an older, gray Dodge or Ford pick-up truck with a standard cab. It should have damage to its front grill, possibly on the driver’s side. Police have obtained surveillance video from a nearby school that shows a truck matching the description driving by at about the time of the incident. Police seek man who seriously injured 66-year-old pedestrian in hit-and-run accident
At about 7 a.m. today, June 29, police were called to the 7600 block of East 109th Street on a hit-and-run crash involving a pedestrian. Officers found a 66-year-old woman in the grass with life-threatening injuries. She was transported to a local hospital, where she remains in intensive care.

Former Hereford House owner indicted in 2008 arson
A lengthy investigation conducted by our Bomb and Arson Unit, the Kansas City Fire Department, ATF and FBI culminated today in an announcement from U.S. Attorney Beth Phillips' Office that the owner of the Hereford House was indicted for his role in an arson and mail fraud conspiracy that destroyed the storied restaurant at 2 E. 20th. St. on Oct. 20, 2008, and resulted in a $2.5 million insurance claim.
Rodney D. Anderson, 57, was indicted on charges of conspiracy to commit arson, arson, mail fraud and using fire to commit a federal felony. Read the full details in the U.S. Attorney's press release below:
KANSAS CITY, Mo. – Beth Phillips, United States Attorney for the Western District of Missouri, announced that an owner of the Hereford House restaurant was indicted by a federal grand jury today for his role in an arson and mail fraud conspiracy that destroyed the landmark downtown Kansas City restaurant on Oct. 20, 2008.
“Today’s indictment alleges a $2.5 million fraud scheme,” Phillips said. “A Hereford House owner is charged for his role in an arson and mail fraud conspiracy, but we believe the men he hired to actually set the blaze are still at large. I appreciate the diligent effort of law enforcement in this on-going investigation and urge the public to provide any information that will help bring the remaining perpetrators to justice.”
Rodney J. Anderson, 57, of Kansas City, was charged in a four-count indictment returned by a federal grand jury in Kansas City. Anderson is a co-owner of B & C Restaurant Corporation, a holding company that owned the Hereford House restaurant business. Anderson is also a co-owner of Hereford K.C. Realty, LLC, which owned the building in which the Hereford House was located, and a co-owner of Skivers Corporation, a restaurant management company that managed the Hereford House and other area restaurants.
Today’s indictment alleges that Anderson participated in a conspiracy to commit arson at the Hereford House, 2 E. 20th Street, Kansas City, Mo., and to commit mail fraud against Travelers Property Casualty Company of America, which provided insurance coverage for the building and contents of the Hereford House.
In addition to the conspiracy, Anderson is charged with one count of arson, one count of mail fraud and one count of using fire to commit a federal felony.
According to the indictment, Anderson obtained the services of others, who are not identified in the indictment, to set fire to the Hereford House. Anderson allegedly met with a co-conspirator on Sept. 27, 2008. Anderson showed the co-conspirator around the building for about 50 minutes, the indictment says, and gave him a key and a security alarm code.
On Oct. 12, 2008, Anderson’s co-conspirators allegedly used the key and alarm code he provided to enter the Hereford House and conduct a walk-through in preparation for setting fire to the building. On Oct. 19, 2008, Anderson’s co-conspirators allegedly used the key and security code he provided to enter the Hereford House again and set fire to the building.
According to the indictment, Anderson requested an advance payment of $300,000 from Travelers. The check, which was sent by Travelers via overnight delivery, provides the basis for the mail fraud charge in Count Three of the indictment. Anderson also claimed a loss of $962,593 on the Hereford House building and a loss of $1,459,505 on behalf of B & C Restaurant Corporation.
Photographs of individuals taken from video surveillance cameras have been released, and the public’s assistance is being sought to identify the individuals in the photographs. A $10,000 reward is offered for information leading to the arrest and conviction of the additional co-conspirators.

Phillips cautioned that the charges contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence.
This case is being prosecuted by Assistant U.S. Attorneys Paul S. Becker and Jess E. Michaelsen. It was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Kansas City, Mo., Police Department, the Kansas City, Mo., Fire Department and the Federal Bureau of Investigation.

Have you seen this person of interest in a violent assault?
At about 3 a.m. Friday, May 28, in the area of 6200 Main, a 25-year-old man contacted officers. The man was suffering from head injuries and told the officers he and his friend had been robbed and beaten. Nearby in a parking lot, officers located a 21-year-old female. The woman was unconscious and had severe head trauma from an apparent beating. Both victims were transported to an area hospital, where the woman remains in critical condition. The man was treated and later released. Both victims said they were confronted by two males in the parking lot, at which time they were robbed, beaten, and kicked. They said both males were armed, and they used handguns to beat them along with kicking and stomping on both of their heads.

Do you recognize these persons of interest in a homicide?
Detectives are seeking information on the two males in this video. They are persons of interest in the May 6 homicide of 20-year-old Michael Rhodes. He was killed at approximately 7:23pm, at the gas/convenience store at 4501 Cleveland.
Detectives would like to identify the men in this surveillance footage. One of the males is wearing a white T-shirt and the other male is wearing a black T-shirt with a black hat.

Police develop composite sketch for suspect in April 30 homicide
At about 12:26 a.m. April 30, an intruder entered the apartment of 23-year-old Bernard M. Jackson (not to be confused with the suspect of the same name in a series of cold-case rapes), struggled with him, and shot him. Jackson died. The suspect fled on foot east from Jackson's home in the Bridgeport Apartments, 8502 E. 108th St., and police are trying to identify and locate him.
Working with witnesses and a forensic sketch artist, police have developed a composite sketch of the suspect in this homicide. He is described as a black male who is thin and tall - about 6 feet 1 inch to 6 feet 4 inches - and possibly in his early 20s.
Disclaimer: A composite is not a portrait of one person, but a grouping of characteristics to put people into a category that narrows the search and eliminates other groups. It is intended to place the focus on a smaller grouping of individuals.

Wanted for murder of 7-11 clerk Gurpreet Singh: Phillip Martin
UPDATE: Martin was taken into custody at about 11:15 p.m. March 22 near 13th and Cleveland without incident. Thanks for your help.
A warrant has been issued for the arrest of 19-year-old Phillip Martin for the March 17 murder and robbery of 35-year-old Gurpreet "Tony" Singh. Singh was working at the 7-11 at 8105 E. Bannister Road at about 1 a.m. when Martin entered the store and demanded money. Singh gave Martin the money, but Martin shot him anyway. The whole incident was captured on the store's surveillance camera. Singh was taken to a hospital, where he died of his injuries. Police seek teen charged in double-fatality wreck
Victoria K. Johnson, 17, has been charged with manslaughter relating back to a crash that occurred Sept. 30, 2009, at 41st and Prospect, and police are trying to find her. In that wreck, she struck a beer truck on Prospect just north of 41st Street, killing a teenage girl and an infant. Johnson was driving under the influence of drugs and alcohol at the time of the crash.

Police doing everything they can to catch Waldo-area rapist
I know women living in the Waldo and Brookside areas are terribly anxious and upset right now about what's going on in their neighborhood. No one should have to live in fear in their own homes that they might be the next victim of a serial rapist. I just wanted those women to know that Kansas City police are not sitting idly by and letting this happen. We are devoting as much manpower as we can to this case (while still working thousands of other cases in the rest of the city).
Since the serial rapist resurfaced in mid-January, we have had 10 detectives devoted to this case full time tracking down the 286 tips we'd gotten up through last night (before the latest rape). Every single tip has been investigated. Our crime scene investigators and detectives have spent 12 hours and counting at the home of last night's victim - unusual for even a murder case - trying to find every shred of evidence they possibly can to identify and capture the suspect before he can hurt anyone else. We also spent considerable time at the scenes of the previous assaults. We worked with victims to develop a composite sketch of the suspect and have distributed that sketch as widely as we can.
We have conducted many additional patrols in Waldo and Brookside and have done numerous security surveys for residents who live there. (If you'd like a free security survey, call your patrol division's Community Interaction Officer.) Our officers have met with numerous neighborhood groups to tell them about the investigation.
We've also offered numerous, free, personal safety classes. In fact, one more is scheduled for this week from 6 to 8 p.m. Tuesday, Feb. 23, at the Scottish Rite Temple at 1330 E. Linwood. This class will discuss personal safety at home and in public, self-defense techniques, protecting yourself from drug-facilitated sexual assaults, different types of weapons and a question-and-answer session. Crime prevention brochures also will be available.
With your help - the tip that cracks the case (the reward now stands at more than $6,000) - we can ensure justice is served to this despicable criminal and end the fear in this community.
